Consquence of overstay for a child under 18

If a child overstays in US for many years, and exits US before she turns 18 and 180 days, what are the negative impacts on her future returning US?

If she stays in US illegally until she volunteer exits US within 180 day after her 18 years birthday, then she applies F-1 visa from another country, will she be eligible or not likely to be granted?
