I read your other posts and I'm still confused. Did you say she got immigrant visa in GZ in 2003 (although difficult interviwe)? Then she has been LPR since she was admitted using immigrant visa in 2003, whether card production ordered, GC in her hand or not does not affect that she is already an LPR. Look at the passport she used in 2003, there should be an expired I-551 temp stamp. It can be the FP problems so card was never made.
