據內部消息，中國EB3 今年很可能與去年一樣浪費名額

老印內線 quoted a state department official（ZT)

(1) Spill over still works the same. ie EB-4/5 -> EB-1 -> EB-2 -> EB-3. All
other descriptions of changes in spill over allocation are speculations/
rumors.

(2) Very high demand for EB-3 visa numbers from CIS. Majority of the 40,040
EB-3 numbers are already used. ( Can safely assume 90% ). EB 1 & 2 numbers
are fairly around the quarterly allocation limits. ie between 55% and 60%
used of the total available in each category.

(3) EB2 I & C have not yet hit the 7% per country limits this year. That is
the reason why EB-2 I & C are not set with the same Priority date.

(ZT) C/I EB3 never gets spillover unless C/I EB2 is current or ROW EB3 is current
. If both C/I EB2 and ROW EB3 are not current, no matter whether horizontal
or vertical spillover, C/I EB3 won't get anything.

(ZT) 嚴格來說，中國EB3無論怎麽改都是得不到利益。 可以說， 中國EB3根本就沒有利益可言， 生存在所有EB的最低層。
