Its statement confused me too. Read the instructions from the webpage when downloading I-765, it is clear that you don't need to pay EAD after July 31st, 2007. if you have paid more than $1000.

I mailed my EAD application Feb. 4th by Priority Mail(Flat rate $4.95). Delivered by Feb 6th from Ohio to Nebraska. I received the receitp on Feb. 10th.
