because you say your priority is to be with your LD, so find a job in his city and transfer your H1B is the best option. Or just as his H4 is your second option, if his job is stable. If his job is NOT stable, you find a school to get F1 in his city. or he can come to you (H1 transfer if possible, otherwise H4 or F1 as mentioned above) H4 rely on H1's job security, and F1 needs to pay thousands of dollars for tuition. So if H1 job is safe, you (or he) wants to be H4 to save F1 tuition (which could be $10K or more a year), if H1 job not safe, you buy you an F1 status so the H1 can change to F2 if lost job.
