Didn't you say your parents will do AOS? If they are in US, just file I-485 and ignore these CP stuffs. If they are in China and must do CP, 1. send it back. 2. up to you, 3. pay $70 for each I-130 approval forward. so that's two total. (you will receive two DS 3032 separately, because one for each I-130).
