then they have to pay federal/state tax, Social Tax, Medcare, after reach certain point, then they can collect SS benefit, medicare, probably will take 10 yrs before that, do you still want to do that ?

In some state, they can apply low-income medical coverage(no matter have pay tax before or not), MA for sure, not sure other state.
