as for the elementary school, check your local ISD policy. in TEXAS, anyone (including illegal mexican kids) can enjoy free public education.

not sure about F1/F2 visa for kids. sorry about this.

I guess if you want to keep him here, you can try adopt him. Sorry I don't have this kind of experience.
