My parents just got their visa via Zhong Xin. The only criteria is that 1. didn't change visa type, 2. didn't apply for extension of their stay in the US during last trip. Zhong Xin can handle the visa application within 18 months since first visa approval time. Usually it takes 4-5 business days and 90% success rate.
