are you sure your conclusion is correct??

at the minimum, the number of EB-3 approvals has something to do with the following:
1. the number of indians and chineses in the EB-1 group;
2. the number of indians and chineses in the EB-2 group;
3. distribution of priority date;
3. the result of backlog reductions;

there is no way that india and china will end up with the same number of EB-3 approvals.
