another Q regarding the updated processing time.

According to the updated 10/19/08 TSC processing time. Why the date shown on the top was 8/31/08 not the same as the past 10/15/08? and the I-485 date only ahead one day (from 6/23 to 6/24). Does it mean, the cases which receipt dates before 6/24/07 had been reviewed and finished. Or 6/24 was still a target date only?
