Thanks. but it sounds that the immigrant has to receive a notice for removal proceeding first before filing Cancellation of Removal . my friend hasn't recievd anything yet. Should he voluntarily contact the INS? By the way, he came to the U.S. legally and stayed more than 10 years. Thanks
