求助：H1B pending期間，能否請另外一個employer refile?

Premium H1B is still pending. Got an offer from a big company. Can I ask this new employer refile an H1B? Am I still subject to the cap.
Thanks anyone who can give me some advice. Could lose the job if I can't get approval notice in time.
