I think you need a good lawyer

since your background is not so strong, especially in NSC, you have to find other resources to back up your petition, like reports (newspaper, magazine and website),journal review, prize and award, patent, citation of papers, other people are using your tech or achivement, hold some positions in certain organizations et al. the more the better. If you are not sure, contact a lawyer as soon as possible according to my own experience. bless you and good luck
