Help, 140 denied

My first I140 (EB1b, filed when company in Chapter 11) got denied today. My lawyer called and found out the reason is that I have another I140 pending (second I140, EB1b, filed after company re-orgnization), so they just denied the first one. Is this legal?

I have 485 pending that was filed together with the first 140. How do I know if the 485 has been re-connected to the second 140?
