Will CIS count from 12/99 to 07/00 as out of status?
-No, because you had a new F-1 status after that day that was transfer from your F-2, and it means USCIS did not care about that period of you were out of status.If that was an issue, USCIS would have not approved your status change from F-2 to F-1.
