What I should do?

On July 8,2008. I got letter from local office: your appplication was approved on 6/28/08, you should received your I-551 card shortly.
one month later, I have not received the card yet. So I called the customer service center. Today, I got the mail from National Benefits Center: you application has not been approved and is still pending.
what I should do?
