1. Outside of USA. If luck, you can get it in Holland, Canada or Mexico. If not luck, you need back China to get it. Also background checking depends on your luck.

2. No. If you only visit Canada, it is true. If go to other country also, of course no. Otherwise, it will be a good way for illegal immigration.

If not necessary, don't go. Otherwise, try to get visa in Mexico or Canada firstly.
