I do not think I am wrong. Obviously, USCIS may intend to approve these application at the same time. So the applicant can make his/her own choice. If he/she stays home (not work), his/her status will be F-2 (H-1b will be invalid). If he/she work, his/her status will be H-1b (F-2 invalid).
