A TOEFL schore is not just a school's requirement; it is also a requirement for visa application. A student cannot hope to get a visa without demonstraing his or her proficency in English.

Now that said, it is possible to find some schools that require scores but do not set a specific score number. Normally if a student is lucky enough to get the visa, s/he would still be required to take some remedial courses in order to finish his/her degree programs.
