the Processing date means:
1. you expect most of cases being processing if RD earlier than that date, remember: most NOT equal ALL.

2. not always FIFO
3. you can argue that your case is delayed ONLY if your RD earlier than the Processing date and still pending, that's only of rule to determine whether it is unreasonable delay in WOM

4. there already have exception, and even if USCIS claim that they finish 95% case, 5% is still very big number and it will not be surprised if you are one of them
