I have received the notice for second time finger prints

My application is EB2
PD is July 2004
140 was approved at Jan 07
first finger print april 07
TSC

just received the notice for the second finger print.

Please tell me if this is a sign that my NC completed? How to find this out? Is there anyone with PD of July 2004 still waiting for GC?
