485 被拒，請幫忙！

重貼，望大俠多多指教！
我的140（NIW）3月份批準，我的485 是基於NIW。但是，我的Eb1a上個月被拒。昨天收到拒信如下。向大俠確認幾個問題，不勝感激：
1） 我是因為，VO將我的485 與 我的Eb1a-140 連在一起。Eb1a被拒，因此485 被拒。我的理解對嗎？
2） 如果是這樣，那麽，我申請Re-open (I-290B),隻要將我NIW-140批準通知附上就可以了嗎？

Title 8, Code of federal Regulations, part 245.2(a)(2)(i)states, in pertinent part:
“...Before an application for adjustment of status under section 245 of the Act may be considered properly filed, a visa must be immediately available upon approval of a visa petition,the appplication will not be cinsidered properly filed unless such petition has first been approved..."

"You are applying on the basis of a form I-140, Immigrant Petition for Alien Worker, filed by you on your behalf. However, the record contains no evidence that a visa petition has been approved in you behalf."

"Since the record does not contain evidence that a visa petition has been approved in your behalf, this application for permanent residency is hereby denied。”

“In Matter of Tanahan, 18 I＆　ＮDec. 339 (Reg. Comm. 1981) it was found that an applicant for adjustment of status under section 245 of the Act who meets the objective prerequistes is merely eligible to apply for adjustment of status. An alien is in no way entitled to adjustment. When an alien seeks the favorable exercise of service discretion, it is incumbent upon that alien to establish that he or she merits adjustment."
