XBT, Pjiang: Please help! Can H1B holder work for a part time jo

Please give me some suggestions for this situation: I have a friend who
wants to work another part time job besides his full time job, but at same
university, in different department. Can he do that? He has H1b visa. Thanks
a whole bunch!
