Applying Green Card for parents

I am asking this for a friend who recently became a US citizen. She wants to apply for Green Card for her parents who are now in China, and need some advice on:

1. Which way is better, to file green card application when her parents are in China or when visiting US.

2. Currently how long does it take to get approval.
