CSC: I140/NIW timing problem?

A week ago, online case status showed 270 to 300 days needed for processing my case. Today it shows 360 to 360 days needed for processing, but the last update date remains unchanged. In fact, the processing time has been changed a few times, ranging between 270 and 450 days. I just do not understand how INS does the job. Anyone is in the same situation and gets any ideas with this? Thanks!
