renew passport

Passport (92 version) has one more year to be expired. Want to renew it in Chicago. Recently, heard there would be some risk to renew passport over here-- they took the old passport and ask you to get a new one in China. Is there anybody having similiar experence ? -- renew passport recently in Chicago. Appreciated with your sharing.
