Help: Canadian Immigration

Please help:

I sent in a copy of notary of "no criminal record" issued in 1997 from Beijing Notary Department. They don't accept this copy and now I am asked to provide ORIGINAL police certificate from China. I have been in the US since 1997 and never gone back since then. Can any one tell me how I can obtain the ORIGINAL police certificate from Beijing? Where to get it?
