You have to change your status to F1 from H4

I think you are supposed to work 20 hours a week on campus for the tuition waiver and stipend. However, H4 is not eligible to work anywhere unless you have your EAD. Officially they say the process would take 3 months, but in reality, it only takes one or two months. If you send out your application package this week, you should be able to get your approval within two months. Good luck.
