This has been the same since the beginning of LC and I-140. LC fraud or I-140 fraud has been existing ever since, and many GC or even US citizenship were revoked after INS found out the fraud. Nothing new.

Neufeld memo really has nothing new on this issue. What is new is the cap-exempt H1 can concurrently work in industry with a conditional cap H1, now this is a new interpretation.
