How to claim back stimulus rebate?

如果報稅時filed a joint return, 一方沒有SSN，另一方和孩子們都有SSN，結果全家
包括孩子，都不能得到stimulus rebate。

Heard somebody said, according to irs, you can reclaim the credit in your
2008 tax return if you/your wife can get a SSN later this year. Is that
right? Any other methods to claim back stimulus rebate? Thanks!
