中國公民在美出生子女申請旅行證 question

It is so hard to find the exact right informaiton from the official website. There are 3 version of information existing in the Houston Chinese consulate website(2003/2006/2008 version). So confused. Please help me here.

I am applying for travel permit for my daughter. Per 3/18/2008 lastest updates, there is no more mail service. But my question is :

can we authorize my brother in Houston to submit package for us or one of parent has to be there physically? Why Visa application can be done by others while a children travel permit has to be physically presented?
