I asked my lawyer to call USCIS, and he found:

that USCIS has already ordered the fingerprint notice, but have not mailed them out yet. Since finger print will only be valid for 15 months and the VB is in 2003 now, my lawyer explained that they would probably hold it until my case is about to move forward. Hope this helps.
