Processing time varies at each service center. You may attend school while your application is pending, but you may not begin as assistantship, or engage in on or off campus employment of any kind until your change of status has been approved.
You must report the outcome of your application to the Office of International Programs. Upon receipt of approval to F-1 (or J-1) status, send or bring a photocopy of your passport pages, I-20 (or DS-2019), and I-94 to:

比如SUNY says definitely no until get approved.
however,U of Penn,like I pasted above,says it's ok only if we self-support ourselves instead of getting assistantship from the school.
So need a clear statement from USCIS source about the issue. Can't find the info till now.
