Can I file 2 H1b with different employers this year? Thanks

Hi,
I want to file 2 H1Bs by 2 different employers, one full-time, one part-time, is this legal? I heard from some news that this year USCIS doesn't allow one person to file 2 H1Bs, I'm so worried. Any input is appreciated!
