請問I485 轉到local office處理意味著什麽？

從去年4月遞交到TSC,5月更新一次，可能是因為打指紋，然後到昨天，說是transferred to local office for processingand and sent you a notice explaining this action. Please follow the instructions provided on the notice. We will notify you by mail when a decision is made.
是TSC已經審查過了，還是根本沒有開始看這個case，直接就轉到local了？這個transfer是好事還是壞事？通常轉到local以後會有多久才會處理？謝謝！！！
