From my experience, if you want to do it efficiently and save some bucks, you can translate it, and then ask one of your buddies to go with you to your bank, or court where you can find a notary public. Ask your buddy to sign an affidavit in front of the certified notary public. saying that he/she is proficient in Chinese and the English translation is the equivalent of the Chinese version. The notary public will stamp and sign on the affidavit.
You may try this, it works with my case.
