is welcome letter = approval?

got a welcome letter minutes ago, does welcome letter mean approval ?

eb3, pd 6/2002 (LC substitution ), filed 11/2006, no LUD utill Feb 04, 2008, lud on 3/3/2008 (address change?), NAME CHECK is still PENDING (just knew from TSC officer today)
