how do you talk to the TSC?

I called several times today, trying the POJ method. Never were able to connect to TSC. The only useless group I can talk to are the national service representatives. They just read the internal memo to me and asked me call back after 3/10. I asked what will be the procedure (what will they do) when I call back after 3/10? e.g. will they issue ticket to request? Their answer is "DON'T KNOW AT THIS POINT. WAIT FOR FURTHER USCIS GUIDANCE RE. WHAT TO DO AFTER 3/10".
