1) Only LCA takes time, filing I-129 itself to transfer H-1 is a matter of hours when all information is available

2) the I-129 should have been received prior to 3/12/08, or you may be in need of applying H-1 visa at a consulate

You are filing I-129 to transfer your H-1, not renew.
