Help: over 18 months pending, no 2nd fingerprint.

Is this normal not to receive notice for another fingerprint after 485 has been pending over 18 months? At infopass, we learned that INS usually is very good at giving out fingerprint notice on time and we need not to worry. Also our status at TSC is "under review". Does it mean they are waiting for NC?
