Lawyer said now he belongs to Texas and mentioned several times that his case is solid but Nebraska denied on purpose. I don't know what he meant by "on purpose".Anyway lawyer decided not to appeal after read the 5-pages dedial notice.

My question: if unfortuately he is denied with Texa, can he change back to H-1 or H-4 in U.S.after using EAD or he has to go back China to apply new visa?
