For question 2, if you apply for the same I140,such as a 2nd I140-NIW, it is not necessary. The worst is that you would ger rfe for I140, and then you could add your new surporting documents. If you can apply for a new I140-Eb1, it's worth considering about it. If you want to efile I140,and send you documents to TSC, it is another issue.
