to get an advice letter. They will send you a DOS official letter let you know if you are "subject" or "no subject". I did this last year and it took about three month. You will have a case number and check it online for result. I use DOS letter for my I-485 form, you can use it for H-1B. Check DOS web site for detail information how to get advice opion. Good luck.
