He can enter right up to the last date of validity shown on the visa, ie, Feb 11. CBP may give him 3-6 months for legal stay. Visa can expire while he stays in US but not overstay beyond the date indicated on I-94 upon entry.
To avoid travel delay, a few days before Feb 11 is advised.
