美國移民申請，大家來幫我看看是不是被騙了？

找人托關係辦美國綠卡，終於在2006年12月，收到了I -797C,NOTICE OF ACTION, 在左上角，有一個RECEIPT NUMBER，可以用這個號碼，來查詢CASE 的審理進展，但是，無論我打電話，還是用美國移民簽證處的官方網站（www.uscis.gov)，都查不到我的CASE STATUS。
從2006年底，到現在已經一年了，不可能會查不到吧？
我是不是被人騙了，花了大筆冤枉錢？對方並沒有幫我FILE任何申請？否則怎麽會查不到呢？
能否請大家幫我看看如下文件的真偽，謝謝。

這張NOTICE OF ACTION（I-797C) 上寫著：

The above application or petition has been received. Usually takes 360 to 480 days from the date of this receiptfor us to process this type of case. Please notify us anytime immediately if any of above information is incorrect.

We will send you a written notice as soon as we make a decision on this case.You can also use the phone number to obtain case status information direct from our automated system 24 hours a day with a touch tone phone and the receipt number for this case (at the top of this notice).

If you have other questin about possible immigration benefits and services, filling information, or immigration and Naturalization service forms, please call the INS National Customer Service Center (NCSC) at 1-600-375-5283.

疑點1：我試著打過通知中所說的電話，用它的電話自動查詢係統，卻被告知是“無法找到你的案件號），也用過美國移民處的官方網址（www.uscis.gov)去查，仍是查不到。
疑點2： 通知上寫著，你可以訪問 INS的網址，以獲取更多信息，但實際上，負責簽證事務的，應該是USCIS，而不是INS。INS似乎在2003年就被分出去，專門負責類似911的恐怖襲擊事件，那為什麽我會收到這樣的通知？我想，會不會是在美國的申請人，偽造了一份年代久遠的假通知書給我，表麵上是看不出問題，但細節上就不對的。

請各位幫我看一下，謝謝！
