A year before you could ask for a interim EAD from local office if you have not received your EAD. Now CIS cancelled this service, though they promise to approve all EADs in 90 days.
Holding a receipt does not help.

How you negotiate with your employer or continue to work without EAD is a decision on your side. Thus I said "Technically or leaglly you can not work" but not "practically".
