Second, the IO just roughly went through your materials and concluded that you are not there yet.

You have to answer one by one of his request. If you fail to give solid answers, he may give hard on your Eb1 eligibility.

Whatso ever, it's consequence of a poor petition letter. Your petition letter did not convince IO at the first moment.
