1. depend on which district you reside, some districts are more friendly than others
2. what's effort have done, how can you persuade judge that you have exhaust all administrative effort
3. how long is enough "unreasonably delay" to qualify for writ of mandamus (WOM). There is NO definitely timeframe for that, even some won it with pending over a little over 1 yrs, most of courts(first if they agree that they have jurisdiction over this matter) agree that "2 yrs delays" is unreasonable.
so you need to know which district court in order to answer your question
