Residing in CA for 6.5 yrs does not grant you resident status to qualify in-state tuition, which is subject to policy of institute.

Normally H/AOS will help you to qualify in-state tuition rate, and sometimes F receiving funds from the institute may do as well.

You need to contact academic institute to find accurate information.
